"I run a large governmental organization, with close to 1500 employees, a service network employing tens of thousands more and an annual budget of more than $1 billion. Our mission is complex and urgent, overseeing services for those with the most serious behavioral health conditions in our communities. And we work in a frenetic policy environment, where political actors are often defining their agendas around issues central to our imperative.
